Er war SPD-Stadtverordneter, Stadtrat und von 1930 bis 1933 Erster Bürgermeister. 1933 wurde er von den Nationalsozialisten gezwungen, sein Amt niederzulegen. Danach war er wiederholt, zuerst im KZ Sachsenhausen, inhaftiert. Salomon emigrierte 1937 nach Jugoslawien, arbeitete als französischer Kolonialarzt in Afrika und lebte nach dem Krieg in Frankreich.
